The Institute of Medicine's 2002 Report, The Future of the Public's Health in the 21st Century reviews the nation's public health capabilities and presents a comprehensive framework for how the government public health agencies, working with multiple partners from the public and private sectors as an intersectoral public health system, can better assure the health of communities by:
- Adopting a population health approach that considers the multiple determinants of health
- Strengthening the governmental public health infrastructure, the backbone of the public health system
- Building a new generation of intersectoral partnerships
- Requiring accountability from and among all sectors of the public health system
- Making evidence the foundation of decision-making

Healthy People 2010: Healthy People 2010 provides a framework for prevention for the Nation. The Determinants of Health: The Canadian government has stated "we can address health issues by broadening our approach to health interventions. We've learned a lot in the past several decades about what determines health and where we should be concentrating our efforts. Much of the research is telling us that we need to look at the big picture of health to examine factors both inside and outside the health care system that affect our health. At every stage of life, health is determined by complex interactions between social and economic factors, the physical environment and individual behavior. These factors are referred to as 'determinants of health'. They do not exist in isolation from each other. It is the combined influence of the determinants of health that determines health status." Turning Point: Turning Point's underlying philosophy is that public health agencies and their partners can be strengthened by linking to other sectors (not just the private health care sector, but education, criminal justice, faith communities, business, and others) because the underlying causes of poor health and quality of life are tied closely to social issues that are too complex to be approached by disease models of intervention.
